Performance Management Program

This handbook was designed to serve as a comprehensive resource and communication tool for managers and supervisors regarding the Office of Administration Performance Management Program. Essentially, there are three major components of our performance management program: Performance Appraisal Process, Salary Management and Merit Administration. This handbook provides the philosophy, guidelines and forms that support these components. The handbook is organized into three sections:

I. Employee Performance Appraisal Process

This section includes the annual appraisal, mid-year goal review/revision and ongoing performance feedback that takes place throughout the year.

II. Salary Management and Merit Administration Guidelines

Salary management includes identifying appropriate starting salaries for new hires, promotions and reclasses.

Merit administration refers to the application of merit funds in the form of salary increases directly related to performance. It includes considerations of documented job performance, including responsibilities of the position description, integration of core competencies, attainment of established performance expectations and goals and overall contributions to the department mission. Merit administration also considers the mid-point philosophy, which is considered to be the "market rate" for comparable positions.
